Notification of guests to the Guardia Civil in the Murcia region

Owners and operators of holiday accommodations in Murcia are required to submit their guests' data to the Spanish Ministry of the Interior. This obligation applies regardless of whether the rental is commercial or as a private individual.

The notification is no longer made through a local police station or directly to the Guardia Civil in Murcia, but centrally through the state platform SES.HOSPEDAJES of the Spanish Ministry of the Interior.

1. Where does the registration take place?

The registration takes place on the electronic platform of the Spanish Ministry of the Interior at:

Sede Electrónica del Ministerio del Interior → Accommodations and vehicle rentals → Registration of establishments and entities

For registration, the owner or operator needs:

  • a Spanish digital certificate, for example, the Certificado Digital of the FNMT, or

  • access through the Spanish Cl@ve system.

The registration process must be electronically signed and officially submitted. After successful registration, the Ministry of the Interior provides the access data for SES.HOSPEDAJES. (sede.interior.gob.es)

2. Which accommodation must be registered?

Before the rental begins, the operator and the respective accommodation must be registered as an accommodation business in SES.HOSPEDAJES.

The following information is required, among others:

  • Name or company name of the operator

  • DNI, NIE or CIF/NIF

  • Contact details

  • full address of the accommodation

  • type of accommodation

  • if applicable, tourist licence number

  • details of the responsible person

A separate entry or accommodation code will be created for each accommodation.

Important: The registration of the accommodation with SES.HOSPEDAJES is not the same as the tourist licence or the registration as a "Vivienda de Uso Turístico" with the Autonomous Community of the Region of Murcia. Both obligations exist alongside each other.

3. Which guests need to be reported?

All persons staying in the accommodation must be recorded.

Guests aged 14 and over must sign a guest registration form or "Parte de entrada". For children under 14, the details are provided by the accompanying adult.BOE)

For identification, guests must present a valid ID or passport or provide the relevant details during online check-in.

4. What data is required?

The information to be collected includes, in particular:

  • full first and last name

  • date of birth

  • gender

  • nationality

  • type and number of the identification document

  • full residential address

  • telephone number

  • email address

  • arrival and departure dates

  • reservation details

  • Number of guests

  • Payment information in accordance with legal requirements

The details must match the presented ID or passport. The operator of the accommodation is generally responsible for the accuracy of the transmitted data. (BOE)

5. When must the data be transmitted?

The reservation and guest data must be transmitted electronically via SES.HOSPEDAJES to the Spanish Ministry of the Interior.

The communication must generally take place within 24 hours after:

  • Creation or confirmation of the reservation,

  • Change or cancellation of the reservation as well as

  • Arrival or check-in of the guests

Therefore, the guest data must be complete by the time of arrival.

6. Must documents be kept?

Professional operators must maintain a digital guest register and generally keep the legally required data for three years from the end of the stay.

Individuals who do not engage in rental professionally are exempt from certain obligations to maintain and keep their own register under Real Decreto 933/2021, but must still report the required data via SES.HOSPEDAJES. (BOE)

Regardless, the data protection regulations of the GDPR and Spanish data protection law must be adhered to. Copies of identification documents should not be permanently stored without a specific legal basis.

7. Can a holiday rental agency take over the reporting?

Yes. The owner can appoint a professional holiday rental agency or an authorised manager to handle the online check-in and the submission of guest data.

It should be clearly regulated:

  • who is registered as the operator or "sujeto obligado",

  • in whose name the accommodation is registered in SES.HOSPEDAJES,

  • who collects the guest data,

  • who submits the reports and

  • who is responsible for inquiries or inspections.

Even if an agency takes care of the practical implementation, the owner should ensure that the accommodation is correctly registered and that all reports are submitted on time.

The following steps are necessary for a holiday accommodation in Murcia:

  1. Have a digital certificate or Cl@ve access.

  2. Register the operator with SES.HOSPEDAJES.

  3. Register each accommodation individually as a hospitality business.

  4. Collect guest data before arrival via an online check-in.

  5. Submit reservation and guest data to SES.HOSPEDAJES on time.

  6. Properly manage signed registration forms and required registers.

  7. Comply with data protection and retention periods.
